Context
The auction of the 4th round of federal airport concessions, when the Federal Government offered the airports of Porto Alegre (RS), Fortaleza (CE), Salvador (BA) and Florianópolis (SC), was held on March 15, 2017. The Fraport was the winner in two of the airports, Porto Alegre (RS) and Fortaleza (CE), starting to operate the airports after signing the contract with ANAC. Even before the signing of the contract, Fraport initiated the process of study and planning for expansion of the two airports for the period of 25 years to Porto Alegre and 30 years to Fortaleza developing the conceptual designs of expansion and the Management Plan of the Infrastructure (PGI).
Description
INFRAWAY was hired by Fraport Porto Alegre and Fraport Fortaleza to elaborate the conceptual studies, the Infrastructure Management Plan (PGI) and the management of the development of the preliminary plan for the first phases of expansion of the two airports.

Our Role
INFRAWAY was responsible for the development of conceptual design for the development of the two airports for the concession period, being 25 years for Porto Alegre and 30 years for Fortaleza. The conceptual design includes the development of engineering disciplines on the air side of the airport as geometry, paving, drainage, horizontal signaling, runway lights (Night-shift), navigation aids and electrical systems, and the definition of Investment costs for all phases of airport expansion
After the development of the conceptual designs, INFRAWAY was responsible for the development and elaboration of the PGI, to translate all the investments foreseen in the conceptual design into a management plan, to be delivered to ANAC. The PGI of the two airports includes from an evaluation of the existing infrastructure and evaluation of the installed capacity to a programming of the future needs and definition of the investment phases for the entire concession. The PGI was handed over to ANAC and became the current PGI for both airports.
Once the investment phases were defined, INFRAWAY was responsible for managing the development of the airport expansion plan for the first phase of expansion, named in the contract as Phase-IB. On preliminary plan stage, INFRAWAY managed the product development, providing support for the various stakeholders (operations teams, security and third parties) and supporting Fraport on the interface of the project with ANAC, having participated in several meetings for alignment and adequacy of the needs of the airport to ANAC’s regulations, mainly RBAC 154, RBAC 153 and RBAC 107. The preliminary plan were delivered and approved by ANAC and served as the basis for the elaboration of the basic and detailed designs that later supported the expansion works of the two airports that began in 2018.
